A U.S.-Israel Collaboration in Computer Science

The USICCS program supports potentially transformative research projects advancing the design and analysis of algorithms and characterized by algorithmic thinking accompanied by rigorous analysis. Research on algorithms for problems that are central to computer science and new techniques for the rigorous analysis of algorithms are of interest. USICCS supports theoretical research that bounds the intrinsic difficulty of problems to determine the measures of complexity in formal models of computation, classical or new. The goal is to understand the fundamental limits of resource-bounded computation and to obtain efficient solutions within those limits. Specifically, the time and space complexity of finding exact and approximate solutions in deterministic and randomized models of computation is a central concern of the program.

Research on resource usage other than time and space, such as communication complexity and energy cost, is also encouraged. In addition to the traditional sequential computing paradigm, USICCS supports research on the design and analysis of novel algorithms in parallel and distributed models, in particular, in heterogeneous multi-core and many core machines; the computational models and algorithms that capture essential aspects of computing over massive data sets; game theory; and alternative forms of computation and information processing, including quantum computing and biological models of computation.

The program supports research in algorithms needed in all areas, both within and outside computer science. Algorithmic research with applications in databases, information retrieval, machine learning, data mining, natural language processing, networks, communications, operating systems, languages, compilers, and machine abstractions is supported. New techniques for the design and analysis of algorithms in areas such as cryptography, computational geometry, computational biology, game theory and numerical, symbolic, and algebraic computing are appropriate for this program.

Software Foundations

USICCS supports research projects on the science of design, verification, operation, utilization, and evaluation of computer systems through novel approaches, robust theories, high-leverage tools, and lasting principles. Such advances may offer models, methods, languages, logics, novel software artifacts, algorithms to enable new or enhanced functionality, and formal methods and tools for the design, implementation, and verification of computer systems and their applications.

The USICCS program seeks transformative ideas that reformulate the relationship between requirements, design, and evolution of software and software-intensive systems. The program welcomes research projects focusing on program analysis and synthesis, compositionality, verifiability and certifiability of software, as well as research on static, dynamic, functional and non-functional analysis and testing techniques in all stages of the software life cycle. USICCS supports fundamental research on formal and semi-formal methods for the specification, development, and verification of software systems. The program seeks proposals that enhance the applicability, usability, and efficiency of techniques such as model checking, theorem proving, automated decision procedures, static analysis and constraint solving. Research topics involving the semantics, logics, verification, and analysis of concurrent systems are welcome. USICCS supports the entire range of programming language and compiler research, ranging from foundations to design to implementation and application, including new approaches to languages and compilers for parallel and concurrent programming.

Drought-stricken states welcome rain from Isaac

(AP) ? The remnants of Tropical Storm Isaac could bring welcome rain to some states in the Mississippi River valley this week, but experts say it's unlikely to break the drought gripping the Midwest.

Along with the deluge of rain expected along the Gulf Coast when Isaac makes landfall, the National Weather Service predicts 2 to 6 inches of rain will fall in eastern Arkansas, southeast Missouri and southern Illinois.

Those areas are among those hard hit by the drought that stretches from the West Coast east into Kentucky and Ohio, with pockets in Georgia and Alabama. The rain that falls inland likely will ease but not eliminate drought, because those areas are so dry, said Mark Svoboda, a climatologist with the National Drought Mitigation Center.

Arkansas rancher Don Rodgers said his area is short 17 inches of rain this year. He said even a couple of inches from Isaac would make a significant difference because he would have water for his cattle and might be able to grow some forage for this winter.

"I'm very sorry for the people in the path of this hurricane. I'm just praying we can get some of the benefit from it up here," said Rodgers, who has cattle in Crawford County, a rural area near the Oklahoma border.

Heavy rains, especially if it pushes into the Ohio Valley, would provide some relief for the low-water conditions that have hampered Mississippi River traffic for weeks, said National Weather Service hydrologist Marty Pope.

"If that happens, it would help us out quite a bit," Pope said.

Pope said any rise in the river would help clear clogged shipping channels, which have caused temporary closures in recent weeks. The low levels have prompted companies to reduce loads on barges carrying goods ranging from grain to gasoline, which can mean big losses for shippers.

Isaac has been gaining strength and could become a Category I hurricane before its expected landfall Tuesday or Wednesday. The storm's path may change before it reaches land, but the drought is so widespread that the rain is certain to be welcomed by those in any area that get it.

More than half of all U.S. counties have been identified as natural disaster areas this summer, mostly because of drought. Conditions are especially bad in the corn belt. Nearly all of Nebraska, Illinois, Kansas, Missouri and more than two-thirds of Iowa are in the worst two stages of drought.

But Svoboda said a high pressure system over the Great Plains this week will keep Isaac's moisture from reaching much of that area. And Iowa may be too far north to see significant rainfall since the storm will have dropped much of the moisture it picked up in the Gulf by the time it hits there.

Farmers have been hoping for rain all summer, as drought damaged corn, soybeans and other crops.

But Missouri farmer Will Spargo said Isaac is arriving too late in the season to help much. The rain could even slow the corn harvest if fields become too muddy to support combines and grain trucks.

"We've gone months and months without rain, and now here it is at harvest that we're getting rain," said Spargo, who grows corn, soybeans and rice near Neelyville, Mo.

But farmers and ranchers in the path of the storm still were looking forward to the rain because anything that improves soil moisture will help them next year.

Flooding can be a concern anytime too much rain falls quickly in an area, but officials in Arkansas and Missouri said they weren't too concerned because the ground is so dry that it should be able to absorb the rain. And streams and lakes in the area should be able to handle runoff because they're so low.

With as dry as this year has been, many people would probably welcome the moisture even if it is accompanied by some flooding, Arkansas climatologist Michael Borengasser said.

"We'll take all of it we can get," Borengasser said.

Hope of greater global food output, less environmental impact of agriculture

ScienceDaily (Aug. 29, 2012) ? Can we have enough to eat and a healthy environment, too? Yes -- if we're smart about it, suggests a study published in Nature this week by a team of researchers from the University of Minnesota and McGill University in Montreal.

Global demand for food is expected to double by 2050 due to population growth and increased standards of living. To meet this demand, it is often assumed we will need to expand the environmental burden of agriculture. The paper, based on analysis of agricultural data gathered from around the world, offers hope that with more strategic use of fertilizer and water, we could not only dramatically boost global crop yield, but also reduce the adverse environmental impact of agriculture.

"We have often seen these two goals as a trade-off: We could either have more food, or a cleaner environment, not both," says lead author Nathaniel Mueller, a researcher with the University of Minnesota's Institute on the Environment and a doctoral student in the College of Food, Agricultural and Natural Resource Sciences. "This study shows that doesn't have to be the case."

Mueller and colleagues used management and yield data for 17 major crops to take a big-picture look at how much water and nutrients it would take to bring under-performing farmlands to meet their food production potential. They also looked for places where fertilizer use could be cut down without substantially reducing crop yield. They found:

  • We could boost production 45 to 70 percent for most crops. The greatest opportunities for yield improvement are found in Eastern Europe, sub-Saharan Africa, East Asia, and South Asia.
  • Different inputs serve as limiting factors depending on the region and crop. Nutrients, for example, appear to be limiting corn production in Eastern Europe and West Africa and wheat production in Eastern Europe, while nutrients and water appear to limit rice production in Southeast Asia.
  • Worldwide, we could decrease nitrogen use 28 percent and phosphorus use 38 percent without adversely affecting yields for corn, wheat and rice. China stands out as a hot spot of nutrient overuse, but other areas, like the United States, Western Europe, and India, also have room to improve.
  • With strategic redistribution of nutrient inputs, we could bring under-performing lands worldwide to 75 percent of their production potential while only increasing global nitrogen use 9 percent and potassium use 34 percent -- and reducing phosphorus use 2 percent.

The researchers caution that their analysis is at a coarse scale and that many other factors, including land characteristics, use of organic fertilizers, economics, geopolitics, water availability and climate change will influence actual gains in crop production and reductions in adverse environmental impacts. Nevertheless, they are encouraged by the strong indication that closing the "yield gap" on under-performing lands -- previously identified as one of five promising points for meeting future food needs, along with halting farmland expansion in the tropics, using agricultural inputs more strategically, shifting diets and reducing food waste -- holds great promise for sustainably boosting food security.

"These results show that substantial gains are indeed possible from closing the yield gap -- and combining these efforts with improved management of existing lands can potentially reduce agriculture's environmental impact," Mueller says. "They also offer concrete suggestions as to where and how we can focus future efforts. This work should serve as a source of great encouragement and motivation for those working to feed the 9-billion-plus people anticipated to live on this planet in 2050 while protecting Earth's indispensible life support systems."

Antibiotic residues in sausage meat may promote pathogen survival

Antibiotic residues in uncured pepperoni or salami meat are potent enough to weaken helpful bacteria that processors add to acidify the sausage to make it safe for consumption, according to a study to be published in mBio?, the online open-access journal of the American Society for Microbiology, on August 28.

Sausage manufacturers commonly inoculate sausage meat with lactic-acid-producing bacteria in an effort to control the fermentation process so that the final product is acidic enough to kill pathogens that might have existed in the raw meat. By killing the bacteria that produce lactic acid, antibiotic residues can allow pathogenic bacteria to proliferate.

Researchers at the University of Copenhagen, Denmark, and University College Cork, Ireland, found that antibiotic concentrations within limits set by US and European Union (EU) regulators are high enough to slow fermentation, the process that acidifies the sausages and helps destroy foodborne pathogens like Salmonella or E. coli.

"At low concentrations and at regulatory levels set by authorities, we could see that the lactic acid bacteria are more susceptible to the antibiotics than the pathogens are," says Hanne Ingmer, of the University of Copenhagen, a researcher on the study. "So basically, we can have a situation where residual antibiotics in the meat can prevent or reduce fermentation by the lactic acid bacteria, but these concentrations do not effect survival or even multiplication of pathogens."

Antibiotics used as growth promoters or to treat disease in livestock can eventually end up in meat, and regulators in the US and EU have set limits on the concentrations of antibiotics in meat for consumption by humans. Ingmer and her colleagues set out to determine whether antibiotics falling within statutory limits might interfere with the process of fermentation in products like pepperoni, salami, or chorizo - sausages that are fermented using lactic- acid-producing bacteria in a curing process many cultures have employed for hundreds of years. She says fermented sausages occasionally cause serious bacterial infections, but it's never been understood why that might be.

In small-scale experiments in the lab, Ingmer and her colleagues added the antibiotics oxytetracycline or erythromycin to meat inoculated with lactic-acid-producing bacteria and pathogens Escherichia coli O157:H7 and Salmonella enterica. They followed the progress of the fermentation and tracked the survival of the pathogens. Ingmer says several different starter cultures of lactic-acid-producing bacteria were sensitive to these antibiotics and hence did not acidify the sausage meat effectively - results that could explain why people sometimes get sick from eating fermented sausage.

Ingmer says the results show antibiotics can potentially have a paradoxical effect that would increase the risk of foodborne illness: antibiotic residues reduce the effectiveness of bacteria that should make the sausages safe but don't affect the bacteria that can cause illness.

Although the results raise an alarm for the manufacture of processed meats, Ingmer stresses that it is important to conduct similar tests in manufacturing facilities. "The majority of sausages are manufactured at a commercial scale. It has to be addressed whether this is a problem in a real life facility," Ingmer says.

Manufacturers with good quality control systems can catch problems in fermentation, Ingmer says, preventing large-scale outbreaks of foodborne illness by testing the final product before it's distributed, but random batch testing could well miss a batch that didn't ferment properly, putting the public at risk.

How can we be sure antibiotic residues don't interfere with the safety of these products? Ingmer sees two possible solutions. If antibiotics are present in meat, boosting the survival and activity of the lactic-acid-producing bacteria is important. In the future, Ingmer hopes to work with manufacturers to develop cultures of lactic-acid-producing bacteria that tolerate low levels of antibiotics.

But the ultimate solution to the problem of antibiotics in meat may be harder to achieve. "The obvious solution is to eliminate the use of antibiotics as growth promoters and closely monitor the use of antibiotics in treating farm animal diseases," Ingmer says. The European Union and other countries have banned the use of antibiotics in livestock as growth promoters, Ingmer points out, a move the US is unlikely to follow very soon.

Mental Health Mondays: On Death, Dying, Loss ? Lovely Healthy

As many of you may know, my dad passed away very suddenly and unexpectedly early this summer. ?I had the great fortune of going back home last weekend to reconnect with family and friends for a memorial service in our hometown. ?It was the fourth funeral we?ve had for my dad, and by far the most difficult one.

I was asked to say a few words at the service, and a number of people asked me to share what I said in writing, so I thought what better way than to use Lovely Healthy to not only reach the people who were at the service but to help any of you dear lovely people who might need some healing as well.

Loss in?any?form, be it a death of a loved one, a breakup, a missed opportunity- is an immensely complex emotion to process. ??It hits you in waves, like invisible walls you don?t even know you?re walking through,? a family friend said to me when I called her to tell her the news. ?There are moments every single day when I catch myself in these waves, and I honestly don?t know how I?ll ever come through this pain. ?And then?..I?m back. ?Sometimes you have to breath it out, sometimes you have to sweat it out, talk it out, or cry it out, and sometimes the wave just??disappears.?

What has brought me comfort, dear hearts, is that everyone in the world experiences these feelings at some point in some way or another. ?Everyone loses their father, or has already lost one. ?Everyone has their heart broken. ?Everyone feels alone, feels sad, feels hopeless. ?These are universal feelings, which means they?are not unique to you.??You do not have to identify with the feelings of despair. ?You are not broken. You do not need to be fixed. You are?not your sadness and you are not your pain.? Instead, we can learn from these feelings and listen to what they are trying to teach us.

So. ?On that note. ?Here?s what I shared last weekend. ?I can?t take credit for any of it- it?s all filtered down from beautiful yogis, teachers and poets who have helped me navigate this and every challenge I?ve faced. ?Because I didn?t really write any of it down, here?s what I can remember:

We are shaped by darkness or we are shaped by light. ?The choice is ours and fundamental to the healing of the planet. Your healing is a service to others.

How you handle pain, challenges, and trauma determines who you are at the end of the day.

We get what we can handle.

Hold hands and stick together.

Everything that was beautiful is still beautiful.

Pain and joy can exist at the same time, as the same thing: as a celebration and expression of the love in our hearts.

Because a heart can only break if it?s full.

Light is reflected in Light. Love in Love. The Universe in You.

You are all beautiful creatures each and every one.

Benefits of circumcision outweigh risks, U.S. pediatrics group says

CHICAGO (Reuters) - The American Academy of Pediatrics has issued new guidelines saying the health benefits of infant circumcision outweigh the risks of the surgery, but the influential physician's group has fallen short of a universal recommendation of the procedure for all infants, saying that parents should make the final call.

The change was prompted by scientific evidence that suggests circumcision can reduce the risk of urinary tract infections in infants and cut the risk of penile cancer and sexually transmitted diseases, including HIV and the human papillomavirus or HPV, which causes cervical and other cancers.

Although the AAP's 1999 statement was fairly neutral, the new statement, published on Monday in the journal Pediatrics, comes down in favor of the procedure, saying the health benefits of newborn male circumcision "justify access to this procedure for families who choose it."

"We're not saying you have to have it," said Dr. Andrew Freedman, a pediatric urologist at Cedars-Sinai Medical Center in Los Angeles who chaired the AAP's circumcision task force.

"We're saying if a family thinks it is in the child's best interests, the benefits are enough to help them do that," he said.

Based on a review of more than 1,000 scientific articles, the task force said male circumcision does not appear to adversely affect penile sexual function, sensitivity of the penis or sexual satisfaction.

The AAP said parents should be given unbiased information about the procedure and be allowed to make the call on their own.

But the group did say it is imperative that those performing circumcision are adequately trained, that they use sterile techniques and offer effective pain management.

GROWING DEBATE

Circumcision, the surgical removal of the foreskin of the penis, is a ritual obligation for infant Jewish boys, and is also a common rite among Muslims, who account for the largest share of circumcised men worldwide.

The wider U.S. population adopted the practice due to potential health benefits, but those advantages have become the subject of debate, including recent efforts to ban circumcision in San Francisco and Germany.

In Germany, the debate over circumcision has landed in the courts. Last week, an unnamed doctor in Germany filed charges against a rabbi for performing ritual circumcisions on infant boys, two months after a court in Cologne angered Jews and Muslims by banning the practice.

In the United States, the new guidelines may begin to turn the tide on infant circumcision, which has begun to fall in recent years as insurers have balked at paying for a procedure without a strong medical justification.

In as many as 18 U.S. states, the Medicaid program for the poor has stopped paying for the procedure, a trend some doctors fear could significantly increase U.S. health costs because of increased cases of urinary tract and HIV infections.

"The American Academy of Pediatrics had formerly been on the discouraging side," said Dr. Peter Richel, chief of pediatrics, at Northern Westchester Hospital in Mount Kisco, New York.

"If, indeed, we can cut down on a greater incidence statically of HIV or HPV, then I am certainly all for that."

'SHORT SHRIFT'

In a statement issued on Friday in anticipation of the guidelines, the anti-circumcision group Intact America said most of the studies underlying the new guidelines are based on research done on adult men in Africa.

"The task force has failed to consider the large body of evidence from the developed world that shows no medical benefits for the practice, and has given short shrift, if not dismissed out of hand, the serious ethical problems inherent in doctors removing healthy body parts from children who cannot consent," said Georganne Chapin, the group's executive director.

Dr. Douglas Diekema, a pediatric bioethicist from the Seattle Children's Research Institute and the University of Washington who served on the task force, said the group considered a wide range of ethical issues, including pain experienced by the child and whether parents have the right to make the decision without the child's consent.

"There is no decision you can make that doesn't potentially put a child at risk. If you choose to circumcise, there is a risk he'll grow up to be a man who wishes he wasn't circumcised," Diekema said.

Diekema said waiting until the child is older to make the choice about circumcision would lose much of these early benefits, and because the foreskin is thicker in a teen than in an adolescent, the procedure carries more risks.

"I really don't think there is an easy answer," he said.

What was clear, Diekema said, was the issue of pain.

"We were unanimously agreed that it's inappropriate to do this procedure without adequate pain control. That, in many ways, is one of the biggest ethical issues," he said.

Rabbi Shmuel Goldin of the Ahavath Torah congregation in Englewood, New Jersey, and president of the Rabbinical Council of America, said circumcisions done for religious purposes do not typically involve pain medication, but he noted that the procedure is quick and has a long tradition of success.

"We've performed it for centuries with no adverse effects to our children."

Even so, he worries about the lawsuits in Germany trying to ban circumcision.

"For us, it is such a critical component of our religious life that an attempt to eradicate it is an attempt to eradicate our religion. To have this happening in Germany, given our history, is particularly saddening to us."

Just making a 64 bit version of FTM would include vast improvements in performance. This is long over due. This would allow the software to take advantage of some of the newest hardware available today.

Something I would personally like to see added is a colored pointer added for the spouse of the tree owner. Currently the HOME Person has a gold filled arrow along it's entire line. Adding another colored arrow for the spouse of teh home person would help focus attantion to specific lines.

Something I see I would like changed (easy one) When working on resolving place names and making a correction, the page location pionter is adjusted and moved to the bottom of that display pane. Keeping the pointer the same would mean I could address any issues on the next entry without having to scroll the screen up to see it.

Unexplainable issue: the place name for some German cities are duplicated and can't be merged together. An example: Bavaria, Bayern, Germany... no combination of "Replace with othe place name" will eliminate the duplicates? I currently have 5 locations with this single place name.

Just my observations I hope they will attempt to address in the next version

Togo women push sex strike to unseat president

LOME, Togo (AP) ? The female wing of a civil rights group is urging women in Togo to stage a week-long sex strike to demand the resignation of the country's president.

Women are being asked to start withholding sex from their husbands or partners as of Monday, said Isabelle Ameganvi, leader of the women's wing of the group Let's Save Togo. She said the strike will put pressure on Togo's men to take action against President Faure Gnassingbe.

Ameganvi, a lawyer, told The Associated Press that her group is following the example of Liberia's women, who used a sex strike in 2003 to campaign for peace. "We have many means to oblige men to understand what women want in Togo," Ameganvi said.

The sex strike was announced at a rally Saturday of several thousand in the capital city, Lome. The demonstration was organized by a coalition that is protesting recent electoral reforms which they say will make it easier for Gnassingbe to win reelection in the polls set for October.

Gnassingbe came to power in 2005, following the death of his father, Gnassingbe Eyadema, who ruled the West African country for 38 years. Gnassingbe has not commented on the sex strike, nor has his wife. Earlier this month, two anti-Gnassingbe protests were dispersed by police using tear gas and more than 100 people were arrested.

At Saturday's rally, which ended peacefully, Jean-Pierre Fabre, leader of the National Alliance for Change opposition party, called for Gnassingbe's resignation. Other opposition leaders called for civil disobedience.

But it is the sex strike that has people talking in this small country of 7 million people.

"It's a good thing for us women to observe this sex strike as long as our children are in jail now. I believe that by observing this, we will get them released," Abla Tamekloe said. "For me, it's like fasting, and unless you fast, you will not get what you want from God."

When asked if her husband would agree, Tamekloe said: "It is easy for me to observe it. I am used to it, but I am not sure my husband will accept, but I have to explain to him."

Another Togolese woman said she supports the sex strike, but she does not know if she can carry it out for a full week.

"I do agree that we women have to observe this sex strike but I know my husband will not let me complete it. He may agree at first, but as far as I know him, he will change overnight," Judith Agbetoglo said. "So I don't believe I can do the one-week sex strike. Otherwise, I will have serious issues with him. He likes that too much."

Though the call for a sex strike seemed to please many women, some men, including heads of opposition parties and human rights groups in the anti-Gnassingbe coalition, did not believe it would be a success.

"One week sex strike is too much," said Fabre of the National Alliance for Change, who suggested a shorter period, amid laughter from the crowd at the demonstration. "Let's go for only two days".

Others were skeptical of Isabelle Ameganvi's call.

"It is easy for her to say because she is not married herself. She does not live with a man at home," said Ekoue Blame, a Togolese journalist. "Does she think women who live with their husband will be able to observe that? By the way, who controls what couples do behind closed doors?"

Clarke, Wade fifties take Australia to 272-8

Michael Clarke and Matthew Wade hit attractive half-centuries to take Australia to 272-8 against Afghanistan in the day-night international on Saturday.

Michael Hussey (49) and George Bailey (23) added a rapid 53 for the sixth wicket in just five overs to ensure Australia put up a fighting total.

Hussey's 37-ball knock had three sixes and two fours.

Arbor Brewing, Corner Brewery install sustainable energy systems

Arbor Brewing Company (ABC) and Corner Brewery have adopted solar and geothermal energies at their breweries to save costs and help the environment.

Corner Brewery, under a $250,000 Green Brewery Project, will produce beer powered by solar and geothermal energies.

To celebrate the beginning of the operation, the brewery will host an event on 29 August 2012, reported The Ypsilanti Courier.

Corner Brewery's sustainable energy system features 18kW electric and 64.8kW thermal rating, climate-controlled 2,200ft? warehouse with a radiant temperature controlled system running under the floor, 300 solar thermal and photovoltaic solar panels on the roof that are used to heat water and provide electricity, two tankless water heaters, solar awning, new energy-efficient windows and a glycol chiller system that cools the fermentation tanks.

It is estimated that the project will provide around 90% of the brewery's hot water needs and around 15% of electricity.

Arbor Brewing Company's (ABC) sustainable energy system, which was started on 11 June 2012, features 2.4kW solar photovoltaic array, 300 solar thermal collector tubes and a tankless water heater system.

ABC owner Matt Greff told the website that it feels really good to know that they are able to make changes that are good for the environment as they are for the bottom line.

"We couldn't have done it without the expertise and assistance we received from our many partners and we hope to be able to assist other small businesses interested in improving their energy efficiency," Greff added.

US new-home sales rise to match 2-year high

(AP) ? Sales of new homes in the United States rose 3.6 percent in July to match a two-year high reached in May, the latest sign of a steady recovery in the housing market.

The Commerce Department said Thursday that new-home sales reached a seasonally adjusted annual rate of 372,000. That's the same as in May, which was the highest since April 2010.

The report is "the latest in a series of data points suggesting a durable housing recovery is underway," Dan Greenhaus, chief economic strategist at BTIG LLC, a brokerage firm, said in a note to clients.

In the past 12 months, sales have jumped 25 percent. Still, the increase is from a historically low level. New-home sales remain well below the annual pace of 700,000 that economists consider healthy.

The housing market is making a modest but steady recovery in part because homes are more affordable: Mortgage rates have fallen to near-record lows. Housing prices are about one-third lower than at the peak of the housing bubble in 2006. Those trends have helped lift sales of both new and previously occupied homes.

Sales of previously occupied homes increased in July from June, the National Association of Realtors said Wednesday. Sales have jumped 10 percent in the past year.

Other recent reports also point to a recovery. Home prices have begun rising nationwide. They increased 2.2 percent in May from April, according to one leading index. That was the second straight increase after seven months of flat or declining prices.

Builders, meanwhile, are growing more confident because they're seeing more traffic from potential buyers. An index of builder confidence rose to its highest level in five years in August.

Builders responded by applying for the largest number of building permits in nearly four years last month. They broke ground on slightly fewer new homes in July than in June. But that was after the number of housing starts had reached a 3?-year high in June.

Though new homes represent only a small portion of the housing market, they have a disproportionate impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to statistics compiled by the National Association of Home Builders.

The housing market has a long way to go to reach full health. Some economists forecast that sales of previously occupied homes will rise 8 percent this year to about 4.6 million. That's still well below the 5.5 million annual sales pace that is considered healthy.

One trend holding back sales is that many people are still having difficulty qualifying for home loans. Banks have tightened credit standards for mortgages, according to a report last month by the Federal Reserve.

Another factor holding back sales is that there aren't many newly built homes available. New homes for sale dipped last month to 142,000, the lowest on records dating back to 1963.

A six-month supply is generally considered healthy by economists. At the current sales pace, it would take 4.6 months to exhaust the July supply.

The selection of a service provider is an important exercise. Nothing should be spared in ensuring that competitive experts are eventually selected. The amount of detail should extend to the history of the service provider. Associating with a service provider that is not credible ultimately ruins the image of the business which is necessary for future growth.

3 Ways to Overcome Restrictive Leasing Covenants

I have been buying and selling houses for over 7 years now and never really had any problems with my Homeowners Associations ?. until this year. ?Interestingly, I?ve run into problems on three different properties in different neighborhoods just in the last few months. ?What I?ve encountered are HOA?s with restrictive covenants limiting an owners ability to rent properties in the neighborhood.

It?s understandable why an HOA would want to limit either the percentage of properties in the neighborhood that can be rented or the ability to rent at all. They want to protect home values and prevent the neighborhood from declining due to a high percentage of rental properties.? I suppose if I lived in a traditional subdivision, I would probably want the same provision in my HOA to protect my own home values. However, as a real estate investor, dealing with these types of restrictive covenants can be frustrating (especially if you are not informed until after the purchase).

If you?ve purchased an investment property with the intention of leasing it, only to find out the HOA will not allow you to rent the property ? don?t fret!

1.)??? Owner Finance the Property ? Rather than leasing a property, you list your property as an owner finance. There are a number of individuals out there right now that cannot obtain conventional financing that are looking for this type of opportunity.? BiggerPockets has a number of different articles with good information on how to do this.

2.)??? Put the Property in a Trust ? Interestingly, one of the HOA?s I am dealing with right now has a specific provision in their covenants that states something like this, ?if the person(s) residing in the property has a beneficial interest in a Trust that owns the property, this shall not be prohibited under the leasing restriction.?? Simply put, you can create a Trust to hold title to the property and then assign some marginal interest in the trust to your tenant.

3.)??? Put the Property in an LLC ? I have actually done this on another one of my properties in the last month. Similar to the Trust strategy (above), you can create an LLC for the specific property and give your tenant a marginal interest in the LLC. Thus, the tenant actually becomes an owner, not just a renter.? You can outline the terms in the operating agreement and even create an exclusive option to buy the interest back from the tenant at some point in the future.

One of the things I love about real estate is the constant need for creativity and problem solving. With changing market dynamics, regulations, etc., there is a never ending need to adjust and evolve as a real estate investor. Who would have thought the market would crash and neighborhood HOA?s would be forced to implement leasing restrictions? Luckily, with some consultation from other real estate professionals and some creativity, we are able to continue investing in neighborhoods with these restrictions.

(AP) ? Facebook's beleaguered stock got an afternoon boost after hitting its lowest level ever earlier in the day.

Facebook Inc. hit a new low of $18.75 before bouncing back to $20.01 by the time the stock market closed. That's up 96 cents, or 5 percent, for the day.

The social networking icon's much-anticipated IPO turned sour amid technical problems on the Nasdaq stock market and high expectations. The stock has not surpassed its $38 IPO price since its first trading day.

Investors are worried about Facebook's ability to grow revenue quickly, especially through mobile advertising as users flock to smartphones and tablet computers. There are also looming expirations of the IPO lock-up periods. Lockups preventing many Facebook employees from selling stock expire this fall, potentially flooding the market with more shares.
